2. New Jersey's cigarette excise tax is already well beyond the National average of $8.70 per carton.

3. Increasing the State's cigarette tax will unfairly burden New Jersey's adult smokers.

4. High New Jersey tobacco tax causes loss of business, and thus taxes, to other states.
